Role Profile


To be part of a team within Finance that will provide a comprehensive integrated financial management service to other services of the Council and to elected Members.


Corporate Responsibilities

  • To manage/deliver the Service in accordance with the Council’s corporate policies and procedures and relevant strategy provision.
  • To manage/deliver the service outcomes, in the most efficient and effective way, that delivers the Council’s Strategic Priorities within the Council Plan and contributes to the production of Directorate Plans.
  • To manage and monitor Capital and Revenue budgets as assigned and contribute to budget development.
  • To lead, or contribute to, the preparation of cross-service business development plans, as required.
  • To ensure the effective management and leadership of employees, where appropriate.
  • To prepare and co-ordinate reports for the Council, its Committees or working parties and to attend these meetings as required.
  • To undertake any other reasonably required duties as instructed by Management or someone acting on their behalf, in addition to the role specific tasks & responsibilities detailed below.

Role Specific Tasks & Responsibilities

  • To be part of a team which will develop and maintain sound financial practices within the Council
  • To contribute to the continual improvement of the financial management of the Council
  • To assist in the development of new strategies in the light of service developments or Scottish Government initiatives
  • To contribute to the production of the Council's Annual Accounts and liaise with External Audit
  • To maintain knowledge and ensure compliance of the Council's financial regulations and standing orders and advise on their application
  • To deliver training in financial procedures and systems as required by services
  • To produce a budget, in consultation with services, within an agreed timescale
  • To produce budget monitoring reports, in consultation with budget holders, within an agreed timescale
  • To complete all grant claims, statutory and other returns within the allocated timescales
  • To attend appropriate working groups or meetings as required
  • To be aware of, and to comply with, the Council's corporate policies and procedures including Human Resources policies regarding sickness absence, maximising attendance, Health & Safety, training and development and equal opportunities

To undertake any other duties appropriate to the post as prescribed by the Head of Finance or nominated officer     






Education and Qualifications

  • A CCAB professional accounting qualification or equivalent

Specialist Knowledge

  • Proficient in use of Microsoft Office particularly Excel
  • Proficient in use of financial management systems and business reporting tools
