You will support and contribute to the successful delivery of the Outer Hebrides LEADER and European Maritime & Fisheries Fund (EMFF) Programme 2014-2020; network with communities and businesses to identify, investigate and assess innovative development projects coming forward for LEADER funding; support clients in LEADER grant-claim procedures; assist in maintaining the public profile of LEADER through acting as animateur to support the stimulation, planning and implementation of projects and community capacity-building.
You must be educated to Degree level in Business, Economics or a related discipline OR have proven practical experience of operating in an economic, rural or community development environment. In addition, you must have: experience of partnership working and/or working with a range of external stakeholders/agency partners, community organisations, and/or businesses; knowledge of the EU LEADER Programme and other EU funding programmes; knowledge of local economic and community development and current socio-economic circumstances of the Outer Hebrides; awareness of the State Aid, Scottish Government Procurement and Audit requirements and regulations; excellent written and oral communication skills, in particular report-writing and proven customer-service skills; the ability to develop networks and engage with stakeholders; the ability to undertake in-depth investigation, examination and assessment of project funding enquiries/applications, business plans and financials. A current driving licence and access to vehicle is essential.
Fixed term to 31 March 2019.
The Outer Hebrides LEADER LAG is being part-financed by the Scottish Government and the European Community LEADER 2014-2020 programme.
Salary for the above post is inclusive of distant islands allowance. Appointment to the post will be on the first point of grade.
