Job Description

To contribute to the development and delivery of training and development activities, including e-learning and leadership and management development to support the implementation of the Council’s workforce strategy. In particular, to support the council’s objectives to develop and enhance leadership, employee engagement, workforce culture and organisational development.


Develop and update online learning for corporate and bespoke service and or professional related content
Contribute to the ongoing development (and possible re-tender) of a learning management system, including developments linked to other corporate and external systems e.g. HR-Payroll system
Contribute to the employee engagement and workforce culture activities e.g. moray management methods training; interventions to support behaviour change
Design and deliver training aligned to corporate priorities
Assist in the provision of a comprehensive Employee Development service as part of the wider Organisational Development service, contributing positively to the team
Contribute to senior recruitment assessment centres as required

The Individual

Substantial experience of Training Needs Analysis (TNA), training design, delivery and evaluation
Substantial experience of training large numbers (high throughput) of employees
Degree in relevant discipline or equivalent #
Relevant training qualifications e.g. Institute of IT Training (ITT), Institute of Training & Organisational Learning (ITOL), Chartered Institute of Personal Development (CIPD)
Ability to work to very tight schedules
Ability to work using initiative and take balanced decisions
Able to communicate confidently with managers at all levels, to determine training need, to agree plans and schedules, to agree trainee availability, etc
Excellent communication and presentation skills, both written and oral.
Up to date knowledge of a range of training methods and the ability to relate and apply it to practical issues
Ability to develop new, and revise existing course material
Ability to recognise a departmental training need and develop solutions
Full driving licence (for employees required to drive council vehicles - specific categories, beyond the standard vehicle driving licence, should be specified)
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service.  Due to the rural nature of Moray this is normally undertaken by use of a car.
Ability to relate well to a wide variety of people at all levels
Friendly, open and confident approach
Ability to keep all stakeholders (managers, staff, ED team colleagues) advised of plans, needs, tasks, etc
Ability to deliver classroom based training for sustained periods

Temporary for 12 months with possibility of becoming permanent

Starting Salary: £24,882 - £33,025 (pro rata)
(Career Grade Scheme applies, placing dependant on experience)
21.75 Hours per week
£13.20 - 17.52 per hour
