The Scottish Fire and Rescue Service is delighted to invite applications for the role of Procurement Officer, within our Award Winning Procurement Section based at SFRS HQ in Cambuslang.  Two positions are available and these provide a great opportunity for the successful candidates to take their career forward in procurement in a unique working environment.


The team, who were awarded Best Practice Procurement in the 2016/17 GO Awards, procure goods, services and works which are essential to support the delivery of our front line operational service. It is critical that these are procured in a cost effective and efficient manner and to support this, the Service has adopted a Category Management approach to its procurement.


The Procurement Officer shall play a critical role within the Procurement Section supporting the Category Lead in the delivery of commodity strategies and contract provision for the service. The post-holder shall work under the supervision and direction of the Category Lead but will be responsible for the strategic sourcing of a specific group of goods and services whilst ensuring compliance with SFRS internal procurement governance regime and legislative requirements.


As a minimum, candidates will have attained the Diploma in Procurement and Supply or equivalent together with 3 year’s relevant experience in a similar or related role. The post-holder will also require to have a strong working knowledge and practical application of the procurement legislative framework applicable to public bodies. In addition, you shall have excellent communication skills (both written and verbal) and influencing skills which will be crucial to your success in the post. You should also have the ability to build good relationships with internal and external colleagues.


Good analytical and problem solving skills are required as is the ability to plan, prioritise and organise your own workload effectively in a fast changing environment, while being flexible in your approach. You must be able to deal with multiple priorities while working to tight deadlines.


The salary range for this role is SFRS Grade 4 £24,910 - £27,495 pa. 


Salary on appointment will normally be at the lower salary point, with progression subject to regular review - in line with the SFRS performance appraisal arrangements. A higher salary placing will be considered in exceptional circumstances subject to experience demonstrated.


An additional market allowance is applicable to this post for suitably experienced candidates.  Taking account of this market allowance the combined maximum salary for this post is £32,667.


The market allowance is an additional payment for an initial 2 year period, and is subject to annual review and may be varied or removed where market pressures change or no longer exist. SFRS’ Market Allowance Policy outlines the specific criteria relating to the application of market allowance payments and the conditions associated with this. The market allowance will be payable where the appointee is able to demonstrate they are suitably competent, experienced and qualified to undertake the full aspects of the role.
