Scotland Excel is the Centre of Procurement Expertise for the local government sector in Scotland. Established in 2008, we are a leading public sector shared service funded by Scotland's 32 local authorities.

Our contract portfolio worth c. £737m is forecast to grow considerably over the coming year, and we offer a range of services to help councils realise the potential of their local procurement activities.

As a Senior Procurement Specialist, you will be central to achieving our ambitions. Your exceptional stakeholder engagement skills will strengthen relationships with our local authority customers as we develop and manage contracts, and your commercial approach will maximise the value delivered by our suppliers. A natural leader, you will get the best from colleagues working with you to deliver collaborative contracts.

Key duties include: 

  • Realising the benefits of collaborative procurement by developing new contracts and managing established contracts 
  • Driving commercial excellence through the implementation of well-defined sourcing strategies 
  • Developing positive relationships with all key stakeholders in the procurement process including customers, colleagues and suppliers 
  • Leading user intelligence groups to develop and implement innovative procurement strategies throughout the contract life cycle 
  • Ensuring compliance with all relevant legislation, policies, procedures and processes

You will be educated to HND level or equivalent in a business related subject and have or be working towards full membership of the Chartered Institute of Procurement and Supply. You will bring significant experience of working in a procurement environment, and a knowledge of ICT procurement would be particularly beneficial.
