The Council has an extensive property portfolio spread across Dumfries and Galloway; this includes schools, offices, town halls, sports and leisure premises, economic development units, social work premises, community halls, depots, libraries, galleries and museums.

This full-time post, which is based at Cargen Towers in Dumfries, and involves travel across the region, requires the successful applicant to effectively and proactively manage all aspects of building maintenance and building safety across the Council’s property portfolio, including leased premises. The successful applicant will manage a team of property professionals, develop and implement building maintenance and safety procedures and policies for the Council’s built estate, and promote a proactive building maintenance and safety culture across the Council.

You must be able to demonstrate sound judgment, self-discipline and calmness under pressure and to explain complex technical issues in brief, straightforward language. Diplomacy and pragmatism are essential personality factors and the successful applicant must be open and responsive to feedback and criticism, have high standards of professional ethics, integrity & honesty and be committed to continuous professional development.

You must demonstrate ability to: write effective and proportionate policy, protocol and procedures, for practical application by a range of lay people; practically apply risk assessment methodology across a variety of issues in a proportionate manner and to monitor and manage risk effectively; and, manage people from across a range of construction backgrounds.

The successful applicant must have significant experience in a construction discipline or building professional environment, approximately 2 years of which must have been spent specifically in a building maintenance and/or safety role. You must have practical experience in ensuring statutory compliance of buildings and in surveying the condition of buildings. You must also have experience of: managing budgets; preparing technical reports and making recommendations upon building maintenance and/or safety matters; preparing, managing and monitoring building maintenance and safety contracts; and assessing and reviewing the competence of contractors and monitoring their health and safety performance.

It is essential that the successful applicant has a current, in depth, practical understanding across a broad range of building-safety related legislation, approved codes of practice and industry guidance such as: asbestos, legionella, fire protection, non-domestic gas safety, electrical safety, mechanical & HVAC safety and the Construction (Design & Management) Regulations. You must also have practical knowledge of building fabric, structure and services condition and lifecycle maintenance issues and surveying techniques across a range of different building construction types; you must have practical knowledge and understanding of the building maintenance and safety complexities across the range of buildings encountered within the property portfolio of a local authority.


You will have an HNC (or higher qualification) in a construction or building related discipline and current, recognised awareness training across a range of building safety matters.

A current driving licence is an essential requirement of this post. However, if you have a disability which precludes you from holding a driving licence consideration will be given if alternative transport can be arranged.

Good ICT skills are essential.
